NE20E HIC card plugs in FIC slot and then it cannot register and continuously prints assertion.

Plug 8FE in slot 3 in slot 4 and then it can register. The board is not problematic. It is limited by NE20E specification. If the device has three HIC cards, new HIC card cannot be extended and only FIC card can be extended.
8-port +/100MB rapid Ethernet electrical interface module (RT-HIC-8FE) is HIC card. HIC interface module can only plug in slot 1, 2, 4. FIC intelligent interface module can plug in slot 1~8. NE20E can only have the maximum of three HIC cards.
NE20E hardware platform: 2CPU+2NP, HIC card is forwarded by NP and FIC card by CPU. The hardware features decide the features above.
