AR2809 BGP route policy set tag field failed

Issue Description

From below configuration, after we actived route policy "2222" on BGP import, the local-preference,cost and origin were changed correspondingly, except for router tag. The tag still is default value 0.

It's restriction for VRP3.

Root Cause

As confirmation that version under VRP3, it doesn't support tag field on BGP protocal.

Be aware that tag field can be support under OSPF VRP3.
