Issue Description

Can the NE40 and NE80 serve as a DHCP relay in a MPLS VPN?
For example, if VLANIF 10 is bound to a VPN instance and an IP address is assigned to VLANIF 10, the PCs in VLAN 10 can automatically obtain IP addresses. The NE40 serves as only a DHCP relay, but not a DHCP server.
