NE20E don't send out snmp trap becase of sys-info version don't include target-host version

Issue Description

N2000 hasn't receive trap and it can confirmed through packet  by filter of "ip.addr== and udp".
The typical config is as following:

 snmp-agent sys-info version v2c v3
 snmp-agent target-host trap address udp-domain params securityname maxpublic
 snmp-agent trap enable configuration
 snmp-agent trap enable system
 snmp-agent trap enable standard
 snmp-agent trap source GigabitEthernet0/0/1

Alarm Information

  No snmp trap packet. 

Handling Process

  1, snmp-agent sys-info version v2c v3                                            
// Not include v1
2,  snmp-agent target-host trap address udp-domain params securityname maxpublic            
// by default, it is v1 version.  It will not send trap if it is not included the version of sys-info. 
3, After modify as following, the snmp trap is working. 
   snmp-agent sys-info version all 
    snmp-agent target-host trap address udp-domain params securityname maxpublic  v2c.

Root Cause

1, Confirm there is no firewall between N2000 and NE20E;
2, Confirm NE20E reachable through N2000.
3, Confirm NE20E support send trap through management interface.
4, It should be something wrong with configuation.
