Issue Description

If response frames time out in the board login process, the LEM state machines on ELP, PLOGI, and FLOGI levels are shut down.

Handling Process

The processing follows boards of earlier versions. Though not in line with related standards, the processing reflects optimization of related standards and does not affect practical application. 
 

Root Cause

If the login response does not succeed within four seconds, the LEM state machines are shut down. This processing follows boards of earlier versions. As stipulated in FC-FS-2/FS-LS, if the login request frame receives no response in E_D_TOV (two seconds in usual), the system restarts connection. Therefore, the LEM state machines are shut down.
