Why does BGP not advertise the updated routes after the IPv4 outbound routing policy of BGP is modified upon upgrade of the NE80 from VRP3.10-2231 to VRP3.10-2351PO2?

Handling Process

In versions earlier than VRP3.10-2351PO2, the modified IPv4 routing policy in BGP is effective in the outbound direction. In versions later than VRP3.10-2351PO2, such modification does not take into effect directly. You must run the refresh policy whole command to trigger BGP update. The use of this command is mainly for reducing the number of successive modifications to the BGP policy, which leads to frequent BGP updates, putting the CPU in the busy state.
