Issue Description
The networking diagram is as follows:
PC---------------NE20A (LAC)                    (LNS) NE20B 
Two equal cost routes exist between LAC and LNS.
The fault symptom is as follows:
Does the NE20 support packet-based load balancing when it works as LAC or LNS?

Handling Process
When the NE20 works as LAC or LNS, it supports flow-based instead of packet-based load balancing because L2TP controls packets in time sequence. If load is balanced between LAC and LNS, the protocol packets may be in wrong order, thus leading to the failure in L2TP negotiation.
