A User Hears the Busy Tone After Taking the Phone Off the Hook Because the Softswitch Fails to Identify the Reported Offhook Signaling

Issue Description

The MA5620E of an office is interconnected to the softswitch of company Z through the MA5680T. During a service test, after the MG interface is enabled, an MA5620E user hears the busy tone after taking the phone off the hook. After answering the phone as a callee, the user can make phone calls normally.
The version of the MA5620E is MA5600V800R305C01B011.
The networking is: MA5620E---MA5680T---B200 (gateway device of company Z)---T64G (L3 device of company Z)---Softswitch of company Z

Handling Process

Trace the signaling and the following is displayed:

According to the preceding information, after the MG reports the offhook signaling to the softswitch, the softswitch delivers the 410 error.
Contact company Z and find that the softswitch of company Z cannot identify OE=* in the signaling reported by the MA5620E. Set the offhook signaling to OE=20000 by loading patches. As a result, the problem is solved. 

Root Cause

The user hears busy tone when taking the phone off the hook, and the user can make phone calls normally after answering the phone as a callee. This indicates that the hardware and software are normal. It is suspected that the interconnection between the device of Huawei and the softswitch of company Z is faulty.
