Issue Description
After a new MPU is inserted into the NE40E, the EPLD cannot be automatically upgraded.

Handling Process
When you run the check version startup command after the MPU of the NE40E is changed, the following unmatched items are displayed:

Processing procedure:
Run the upgrade mpu by-testbus 9 startup mbus_epld command to directly upgrade the EPLD without restarting the MPU.
Cause analysis:
The EPLD of the main control board is processed in a unified manner before the upgrade of LPU and SFU. When the integrated equipment is restarted, the automatic upgrade is performed only once. The automatic upgrade of MPU will not be performed after the normal restart.
If the main control board has only MPU9, the MPU of the main control board cannot be automatically upgraded. The mismatch of inner_EPLD, out_EPLD, and mbus_EPLD may occur. If automatic upgrade is performed after MPU10 is inserted, MPU9 upgrades MPU10. After finding that the EPLD does not match the version after the upgrade is complete, MPU9 will reset and upgrade itself. If MPU10 does not register, the integrated equipment will be restarted. Therefore, the automatic upgrade of the main control board is performed only when the integrated equipment is restarted. 
Root Cause
 The registration for the change of MPU and that for the change of LPU in NE40E are different. The LPU can be automatically upgraded, but the MPU cannot. You are recommended to run the check version startup command to check whether there are unmatched items that need manual upgrade when expanding or changing the main control board.
