Issue Description

 The customer cannot deploy per-IP speed limit on the AR28-46 on a site in Tajikistan. The current version is VRP software Version 3.40 Release 0201P08 (8040V300R003B04D040SP41).
The networking is as follows:

Handling Process

 1. It is confirmed that the current version does not support per-IP speed limit. You need to upgrade the current version to F03xx or a later version (the latest version is preferred).
2. # Define CARL. You can define an address range or network segment. Note that per-address is required.
qos carl 1 source-ip-address range 192.168.1.2 to 192.168.1.100 per-address
qos carl 2 destination-ip-address range 192.168.1.2 to 192.168.1.100 per-address
# Deliver the following on the interfaces connecting the user and network.
interface GigabitEthernet1/0
ip address 192.168.1.1 255.255.255.0
qos car inbound carl 1 cir 2000000 cbs 1000000 ebs 0 green pass red discard

 The current version does not support per-IP speed limit. You need to upgrade the version to F03xx or a later version. The latest version is preferred.
