Issue Description

 Incoming and outgoing discarded packets are increasing on the S9300 interface.

Handling Process

 The VLAN ID does not match.
The packets are fragmented incorrectly.
The received packets are incorrect.
The ACL rule is set to discard packets.
The destination address is not found.
The outbound interface is not found.
There are no multicast forwarding entries for multicast packets.
The STP-blocked interface discards packets.
The buffer is full and back pressure occurs.
