The OSPF sessions cannot be established using the GPON elements (OLT+ONT) between NE40E-8 and Cisco device. No alarms raise.

After many lab tests, the configuration was applied in live environment.
The topology is as follow:
two ports (fiber link)
-Inner VLAN is 405 and Outer VLAN is 416.
-The corresponding VLANs are allow to pass trought the interface:
-IP address is assigned by customer and the peer is the Cisco dev.

After apply the configuration, the OSPF sessions was established OK between CE and PE.
Customer tries to establish OSPF session between CE (Cisco router) and CP (NE40E-8) using GPON elements (MA5600T and ONT) in the middle. After many analysis of provided information, R&D determines that GPON elements does not support multicast packet transmission (that is necessary for the OSPF session establishing). The suggested solution is to use QinQ configuration in a subinterface, at the connection interface between NE40E-8 and MA5600T
-First check if the L3 devices are sending the OSPF packets accordingly
-Then check the L2 devices
-Check if QinQ configuration fits the customer needs
