The HSUT enabled lead to failure when create the SDH configuration after upgrade

Issue Description

Country T, Customer upgraded the OSN3500 equipment from V1R6C02 to V1R8C02SPC300.
After upgraded, part of SDH cross-connections are lost on  the 11-N1SL64-1-VC4:1
It can not successful when create the SDH configuration by NMS and  by Navigator on that channel.

Handling Process

Use the command :cfg-get-hsut:11,1,1 to query the state of the HUST function.
                           Bid   Pid   AU4ID   HSUT                            
                           11      1         1       enable 
Use the command :cfg-set-hsut:11,1, 1,disable; to disable the HSUT function.
Then create the SDH configuration by NMS or Navigator.

Root Cause

The HUST function is used for management and controlling the J1 overhead of the unloaded channel by the host.
HUST is an attribute of the channel. At the R6 version, it wont verify this attribute when we do the SDH configuration. 
At the R8 version, it will prevent the SDH configuration when the HUST is enabled.


Please disable HSUT function if not used by the Customer.
