Have not configure the CFXCFG caused the subscriber could not register call forward to international number

Issue Description

The IMS version is 8.1. The IMS subscriber A registered on HSS and ATS normally, and have the international call out right and call forward unconditional right. A can call international number tel:+8613912340001 normally, but can not register CFU to this international number. When execute REG CFU on ATS and the destination IMPU is tel:+8613912340001, the operation will fail:

Neither CFU nor other kinds of call forward can register to international number.

Handling Process

There is another command ‘CFXCFG’ controls whether can call forward to international number, and the default setting is not allowed cal. So we should execute the following command on ATS to allow call forward to international number:
After this command, the problem is been resolved.

Root Cause

Because A can call the international number successfully, so it should not be the call out right issue, and neither the call barring issue, otherwise A could not call successfully. So, it might be the other configuration issue or software issue.
