normal-unstable During upgrading on the DC tool

Issue Description

The iManager CMF (DC) V100R003C00SPC101 is one of the helpful tool to upgrades NEs in different domains following different procedures. Generally, users upgrade NEs in the same domain at a time. To facilitate NE upgrade in the DC, the DC login window allows users to select NE domains. Only NEs in the selected domain and the corresponding function sets are displayed during the upgrade. So during the upgrade from   RTN 950 V100R002C00SPC100 ( to RTN 950 V100R003C00SPC100 (, the customer observed an error Normal-Unstable NE, which stopped the upgrading operation.

Alarm Information
Normal-unstable NE: this alarm mean the NE is busy which cannot continue upgrade until the NE become stable

Handling Process
1-Cold reset to RTN 
2-Execute this command in the navigator  : dbm-query -state :swdl
  • if normal Ok
  • if unstable: execute this command on the navigator :alm-get-curdata-ext:0,0,0;
all the alarms  will display; so the alarm will appear on the navigator about CF card offline in slot 8, which is the standby card  for the CSH, ,so reinstall  the CF card in the correct way,  then waiting for 10 min for backup ,and the problem will be solved, 

Root Cause
1-NE is busy and unstable may be occur due to the backup of the NE on the RTN 950
2- NE is busy and unstable may be occur due to instability of the slot CSH (incorrect install) RTN 950
3-CF card (compact flash) uninstall in the CSH card(Control, Switching, and Timing Board ) which only can be install in slot 7&8 of IDU 950

Before upgrading,
1- check with Navigator :sftm-rtrv-state:swdl
