SYNCLK alarm on NE40E&80E V600R001C00SPC800 routers because only one MPU is installed

Issue Description
After Power one NE40E ( version : V600R001C00SPC800)router which contain only one MPU ( no backup MPU) an alarm of SYNCLK of LPU appears.

Alarm Information
Critical : LPU 1 is failed, SYNCLK of SYNCLK is abnormal

Handling Process

Root Cause
1- This is a critical alarm, means the clock is not syncronized between MPU and LPU. If the clock is not the same, packet from MPU will not be correctly understand at LPU and send out. It will cause ping anything fail, because ping packet from MPU to LPU then out.
2- For this case, LPU is running normally.
3- This alarm appears because the router is running only with one MPU.

Add a backup MPU for this router.
