NMS displays patchpkg kept idle state and no change due to upgrading mistake

Issue Description
Osn7500 patchpkg upgrade, from V1R9C04SPC100 to V1R9C04SPC102,NMS displays the patchpkg stay idle and can't change, the narmal state should be running.

Alarm Information
NMS displayed the NE status was failed

Handling Process
First, confirming the SW state by checking "sftm-rtrv-state:swdl", but it showed normal;
Next, it was suspected that the commit action haven't finished. because the default commit time should be 86400
          seconds, so usually ,before upgrading, it is advised that the time should be modified to 3 second, which means 
          the commit will be executed,once the activate end. input ":patchpkg-set-time:3,3" by navigator ,and after 2 mins,
          the idle state was still no change.
Then, it was suspected the patchpkg software have problems, so deleted the intalled patchpkg and reinstall again by
          "patchpkg-install:"sph102",delbackpkg" ,after that, the NMS showed the patchpkg state was normal,upgrade         
Last, confirming "patchpkg-get-pkginfo:all", the NE state also showed running.

Root Cause
First, the load state havn't finished;
Second, the commit state was going and haven't finished;
Third,the parts of the patchpkg software lost.

when meet similar cases,like loading fail or activate fail,the direct way is to recreate the task. using command to execute the task is not rather easy for eachone.
