fail to create VC3 Ethernet circuit betwen 2 Metro 100 because no enough capacity

Issue Description
our customer can not create an ethernet circuit between 2 Metro 100 using VC3 in the Trunk Link, when they have tried, a message appeared in U2000  telling that there is no enough capacity eventhough only 3 VC12 are used in the line (STM1): E1#1 E1#2 E1#3 respectively.

Handling Process
to solve this configuration problem of VC3 service between the two metro 100, we have changed existing three E1 configuration to the same TUG3, which means first E1 in VC12#1 and second E1 in VC12#22 and third E1 in VC12#43 as you can check in picture follow:

Root Cause
Further to our customer request, we have checked the configuration of the two metro 100, we found that these three existing VC12 occupies the three VC3 supported by the EFT board.

as you can see in the picture the VC3#1 in TUG3-1, VC3#2 in TUG3-2 and VC3#3 in TUG3-3 are used respectively by E1#1,E1#2 and E1#3
this is why error message appear when customer configure the new VC3 ethernet trail even only three VC12 are configured.

in metro 100, the EFT board support 3 VC3 and each support 21 E1, so it's better to configure the VC12 in the same TUG3 like first E1 in VC12#1 and second E1 in VC12#22 and third E1 in VC12#43 ….
