Version mismatch lead to operation failed when query optical power

Issue Description
Customer get the NMS operation failed when he upload the NE configuration, do the consistency check and query the optical power of R1SL4 board. The error code is 38752.(in attachment)
The NE host software version is:
The R1SL4 version is  3.20
Alarm Information
Invalid parameter returned by board, Error Code:38752
Handling Process
As the R1SL4 board software is 3.20 and GSCC board version is, they cant work together.
So we need upgrade the R1SL4 board software to 7.** or later version.
From the version matching table, we know the match version is 7.15.
Root Cause
1.From the NMS information(in attachment),we find the operated object is input upper threshod in optical power management, so we check it by navigator:
failed! cmd:0x8681 error:0x9760 NSERR_BDRSP_BAD_PARA   
2.The internal command from GSCC board to R1SL4 board is modified at V1R8C02 version.
   So if the R1SL4 board software is 6.12 version or earlier version, the GSCC software version must be earlier than V1R8C02( version.
  If the R1SL4 board software is 7.** version or later version, the GSCC software version must be V1R8C02( version or later version.

The internal command is OPTP command:

6.12 version or earlier version,matching with version earlier than V1R8C02(
