Issue Description
When we want to use ETHB board as uplink board, why should we shutdown its Layer 2 isolate configuration first?

Handling Process
   In the hardware design of MA5600T, ETHB boards are used as service board acquiescently.When ETHB board is used as service board, it is isolated with other service boards like EPBA or EPBD.
   ETHB board can also be used as uplink board, When it is used as uplink board, it should communicate with service boards in Layer 2.
   As an exemple, there is an OLT with an EPBA board in 0/1, and an ETHB is inserted into 0/15 as an uplink board. Then we config a VLAN 10 and bind this VLAN to 0/15. When we want service flow travel from user to EPBA then to ETHB in VLAN 10, we can't manage it. Because the EPBA in 0/1 can't communicate with the uplink board ETHB in 0/15,they are default isolated!
   So if we want ETHB to communicate with service board when it is used as uplink board, we should shutdown ETHB's Layer 2 isolating function.
   We can use the below command to shutdown the function(when it is inserted into 0/15).
    MA5680T(config)#undo isolate board 0/15
