After changes the CCBS active code to star59pound_key the service can not be actived

Issue Description

IMS standard network layout, the ATS version is V100R003C02SPC100. After changes the CCBS active code to *59# by execute MOD CCBSCODE we find that the CCBS service can not be actived.

Handling Process

Analyze the interface trace message (see the attachment):
1. when ATS received 486 at the caller side it triggered the CCBS service, ATS send INFO (Line 64) to indicate the MRFP to play announcemence and collect the digits which caller input.
The INFO message is:

But at line 69 ATS received INFO indicate that the play announcemence is failed

The var type is digits in the INFO which ATS send to MRFP at line 64, but the value contains * and #.  
<var type="digits" subtype="gen" value="*59#" xml:lang="chi"/>
confirmed with R&D that the current version can not support * and #, that is why the CCBS service can not be actived.
Change the active code to the value without * and # such as 5 and test again, the problem solved, the CCBS service can be actived normally.

Root Cause

The possible reasons for this issue are:
1. ATS has not received the active code correctly.
2. MRFP play voice failed cause the following procedure stopped.
