The topology process fails to start after the installation process is complete and the server restarts. The \server\log\iMAPTopo_p51_* logs contain the error message that reads CIPScopeIDManager init failed!.
1.Right-click cmd.exe in the c:\windows\system32 folder and choose Properties from the shortcut menu.
2.Click the Security tab in the cmd.exe Properties dialog box that is displayed.
3.Select SYSTEM in the Group or user names area.
4.Select Allow for all properties in the Permissions for SYSTEM area.
