Issue Description

Part of network element log in and quit the network management frequently.

Handling Process

Step1. Inspect whether other clients use the same NE to log in at the same time. 
Step2. Inspect whether the number of NE beyond the ability of network management.
Step3. Inspect the sever disk space. The rate of using disk space is not supposed to be higher than 80% normally. If out of the rate, please clean the disk. You can free disk space by deleting or backup file.

Root Cause

1. Inspect whether other clients use the same NE to log in at the same time. As a result, users log in collision.
2. The number of NE beyond the ability of network management.
3. A shortage of sever disk space in the network management.
