1. The right settings : baud rate: 38400, data bit: 8, parity check: none, stop bit: none, flow control: none
2.  Telnet again, it will be OK
Root Cause
Wrong parameter settings of the HyperTerminal
The baud rate of HyperTerminal must be set to 38400, when telnet NIP console port.
