Operating conference and prompt there is not enough FAPU recourse

Issue Description

3 E16 board—1 PRI port, 10 VC01MIPU, 17 E1 meeting places
2 full set FAPU single boards, 64 FAPU ports.
Convene 37 IP conferences, when adding 3 more IP meeting places the system prompts FAPU resources is not enough. There are 2 operating conferences occupy 2 ports.
There should be 64-37-2-17=8 ports, and have 8 ports left. There should be enough ports for 3 more IP conferences.

Alarm Information

Operating conference prompts there is not enough FAPU resources.

Handling Process

When we operate E1 conference on RMCC, we should notice that if we set E1 port on E16, RMCC will obligate FAPU port for it

Root Cause

The fact is 3 E16 board have 48 ports.
Let’s see the E1 port state:
48-20(MIPU)-1(PRI)=27=-2, but the engineer says MCU only connects 17 E1 terminals, and there are 27 E1 ports unknown. They may be set to E1. That is to say RMCC think this MCU has 27 E1 terminals. So in fact, RMCC leave 27 ports for E1 conference.
