N8000 ISM can't connect to device with error "request denied"

Issue Description

ISM can't connect to N8000 with error "request denied"

Alarm Information

request denied

Handling Process

1. Reinstall ISM , after delete all files in this directory, C:\Documents and Settings\All Users\Application Data\ISM
2. Run command on all nodes to see the status of agent
cd /OSM/ISM/agent/conf/
3. Run command on all nodes:
a) rcn8kload stop
b) rcn8kload start
4. reconnect to N8000 via ISM

Root Cause

Fistly, suppose it was caused by failed to get license.
ps -ef|grep hima|grep -v "grep"|awk '{print $8}'
but it was normal.
then try to find if the belowed processes are running normally?
ps aux|grep -Ei "cnm_dev|hima|alarm|mmt|sf_agent|msg_server"
the process "sf_agent" was unormal,  so we conclude its faulty cause.
