Most of the network element manager processes can not be started

Issue Description
The VSM installation was successful, most of the network element manager processes can not be started.
Alarm Information
Handling Process
Step 1: In the machine which has installed the VSM client, double-click the desktop "VSM NMS Maintenance Tool" shortcut icon. Pop up "User Login" dialog box.
Step 2: Set the login parameters. Click the "Login".
IP address: NMS system maintenance tool where the server-side system IP address of the computer.
 Port number: The default port number is "12212", do not need to modify when login.
 Username and password: The default user name is "admin"; the initial password is "admin" or "Admin _AT_ 123" or empty.
Step 3: In the pop-up interface, select "Maintenance NMS.
If in the logon process, there pop up the "detected network configuration information is inconsistent, to resynchronize after login" alarm box, carefully read the prompt message that the server need to be resynchronized.
Step 4: In the network management system maintenance tool client interface, click the "Server" tab.
Step 5: On the server that need to be re-synchronized the network configuration right-click, select "Sync Network Configuration”, pop-up the “Sync Network Configuration” confirmation dialog box.
Step 6: Click OK
Step 7: After synchronization is complete, in the system monitoring client, can not start the network element manager process before restart.

Server IP address can’t be obtained or be changed, resulting in the partially dependent on the IP address modules loading failed.
