1 : first the issue is regularity, around 1 hour, and take 2 minutes will resume;
So we consider the VE1 physics layer have problem, check the VE1 status at next time it happen:

From these informations, because the RRA alarm, lead to the VE1 regularity link down. But the clock synchronization is a very important reason lead to RRA alarm.
2: second we check the clock synchronization :
there are no clock configure, add the clock synchronization configuration like this:
[Huawei]clock source 9 1/0/0 priority 9
after configure the clock, the RRA alram is disappear, and the service is work normal.
when use PRA, need confirm the clock synchronization.
