Didn't add SIP trunk lead to incoming calls failed

Issue Description
Network topology: caller phone-----caller U1930------sip trunk--------called U1930-------called phone.

All incoming calls via sip trunk to U1930 failed, the caller hear "Sorry, the number you dialed can not be connected now, please hang up and redial later"

Handling Process
Execute blew command on the called U1930:

config add peercomponent domainname U1930 ip XX.XX.XX.XX tkcnum 100
config protocol sip officeno XX domainname U1930 maxcallnum 100 

and then test again, problem solved.
Root Cause
1. We collect the log of the called U1930 by UCmaint tools. and found blew error information:

[sipcall.c 1993]SipUaSetupSsnInd() recv invite from stack!
[sipcom.c 12112]can not find an component, ip = 0xa9ff026
[sipcall.c 2348]Forbiden INVITE.
[2013-09-30 06:05:57.26][sipstktptdhalftc.c 610]--Sip Msg Send--
SIP/2.0 403 Forbidden

from here we know that maybe the called U1930 didn't configure the SIP connection from the caller U1930.

2. check the configuration of called U1930 by command "show peercomponent ", and we found there is no component of the caller one.
