Handling Process
In FusionCompute, it is the same as Galax to calculate the maximum number of VMs that can run on a host.
However in FusionCompute, there is neither 100% reserved, 50% reserved nor No reserve. We use GHz or MHz to measure the reserved rate of CUP. It is more flexible than Galax.
e.g.: I have a dual processor host, each processor is 4 cores and 8 threads , the frequency of the processor is 2.40 GHz , so The total amount of CPU resources is 2 * 8 * 2.40GHz.
if you reserved 2.4 GHz or 2.4 * 1024 MHz resources for each VM , you can run 16 VMs the same times on this host. 
Root Cause
Hardware reservation in R2 was 0 , 50% or 100 % , while in R3 it is in MHz , so how to calculate the max number of VMs to be running on a certain host using the new calculations
