SHDSL 2 pair flapping continuously because of miss-configuration

Issue Description

We got problems with a AR158E on a SDSL 1 wire, the atm port is flapping UP/DOWN.

Handling Process

Run the shdsl bind m-pair 2 pairs enhanced command on the G.SHDSL interface working in ATM mode to set the binding mode to enhanced. For some specific DSLAM board chip we need to force binding mode, otherwise synchronization will fail.
By default, a G.SHDSL interface uses the auto-enhanced mode.

Root Cause

DSLAM device vendor was unknown, most probably there are some incompatibility issues.
