FAQ: How to load balance MPLS originated traffic in packet-by-packet mode

Issue Description
There is a challenge to load balance traffic coming from MPLS through ldp lsp tunnels and redirect to a private network. In order to load balance traffic, normally,  per flow hash generation is implement on line processing unit board. Hash process will send all the traffic originated from mpls ldp lsp tunnel to only one outbound interface and load balance will fail.
We can solve the hash problem by using a packet-by-packet load balancing method. Let's consider below topology, and try to load balance traffic through 2 subinterfaces. 

As hardware we will use, NE40E V006R007C00SPC300 with LPU type LPUF 120. Details below:

Device configuration:
- routing should facilitate load balancing through 2 subinterfaces.

- traffic policy configuration:

-subinterface configuration

- before applying the load-balance policy, balance is routed through 1 outbound interface

- when the policy is deployed on slot 1, load balancing is working.
VPN traffic policy can hit the private network traffic:

   Load balancing is working between Gi1/1/0.1 and Gi1/1/0.2
