call forwarding service with U1960 failed

Issue Description

according to custom feedback:
1. the PSTN user calls to VU, then transfer to the intra-office phone A, A can not transfer the call the his mobile.
2. the intra-office phone B calls to VU, then transfer to intra-office phone A, Acan transfer the call to his mobile sucessfully.


1. check the soft parameter 269 and 378 depend on custom requirement. please follow the document instruction.
2. we can use ucmaint to make a data capture to compare the success and fail scenario.
3. here are two different scenario 1 and 2, the ucmaint package capture result. the red part are different:

4. use command on PBX:
    config protocol pra officeno x typeofclinumber subscriber 
change the caller number type to subscriber.
5. test the scenario 2, ok.
6. save.
