Issue Description

How Does a Time Range Take Effect?

A time range can be a periodic time range or absolute time range. Time ranges within the same periodic/absolute time range are logically ORed. If the firewall system time matches a time range, the time range takes effect. If both a periodic time range and an absolute time range are configured in time-range, the intersection of the two time ranges takes effect.

For example:

Time-range: tr1 (Inactive)
08:30 to 12:00 daily
13:30 to 18:00 daily
from 07:30 2008/4/3 to 23:59 2100/12/31

The effective time range is 08:30 to 12:00 and 13:30 to 18:00 each day from 2008-04-03 07:30 to 2100-12-31 23:59.
