TE Desktop cannot join a conference

Issue Description

TE Desktop cannot join a conference scheduled on SMC2.0
TE Desktop version: V100R001C00SPC200
SMC2.0 version: V100R003C10SPC100

Handling Process

1.Tried using the default setting to schedule a conference, but the issue still existed. The conference rate is 1920K, and its video format is 720P;
2.Checked the TE Desktop Site Parameters defined on SMC2.0, and remove the 1080P capability, the issue still existed; 

3.Checked the SRTP settings, and confirmed that it's set as Max interconnectivity; 
4.Captured the packet when scheduling the conference, and found that:
   During the Capacity Set negotiation, the conference rate claimed by MCU to terminals was 1920K, while the conference rate agreed by TE Desktop was 512K
   After changed the call bandwitdh to 2048k bit/s  on TE Desktop, the issue was resolved.


Root Cause

The Particpant Rate of TE Desktop defined on SMC2.0 is 1920K, while the call bandwidth of TE desktop in this case is 512K; The capacity definition on SMC2.0 and Call bandwidth settings on TE Desktop were NOT consistent; 

When scheduling conference on SMC2.0, MCU was trying to call TE Desktop with 1920K, thus the call issue occurred.


Keep the capacity definition of TE desktop site on SMC2.0 and Call bandwidth settings on TE Desktop itself consistent.
