Is UCMP Implemented on NE40Es Based on the Actually Limited Interface Bandwidth or on the Physical Interface Rate?

Issue Description

Is UCMP implemented on NE40Es based on the actually limited interface bandwidth or the physical interface rate?

NE40Es implement UCMP based on the physical interface rate, regardless of whether rate limiting is configured on the interface. The actual interface bandwidth cannot be identified intelligently. For example, if the rate of a 10GE interface is limited to 1 Gbit/s and the rate of a 1GE interface is limited to 500 Mbit/s, after UCMP is implemented, load balancing is performed at the ratio of 10:1, instead of 2:1.
