Issue Description

Due to the internal network gateway, no next-hop IP addresses can be configured for static return routes across the VPN instance named public and the VPN instance named abc on PEs.

The network topology is as follows:

Solution

Configure the device to send data to the loopback interface and run the target command to configure the destination VPN instance on the loopback interface to achieve data forwarding across VPN instances.
