Issue Description

Whether NE40Es/NE80Es/NE5000Es support per-packet load balancing when there are multiple equal-cost routes?

Handling Process

When there are multiple equal-cost routes, an NE40E,NE80E,or NE5000E supports per-session and per-packet load balancing.

But per-session is by default. If we want to change to per-packet , should add a configuration like below:

[Router]load-balance packet ?
  all   All slot
  slot  Specify the slot number

the slot means the inbound slot, for example:the packets come from 1/0/0, go to 2/0/0 and 2/0/1 for load-balancing.We need enable slot 1 for per-packet load-balancing, not slot 2.

Because of the function is for the whole board,we can not only enable the special ECMP for per-packet load-balancing,and the others for per-session.If we want to only one ECMP for per-packet, we can change it to Trunk hash.and use the command as follow:

[Router-Eth-Trunk1]load-balance packet-all
