Symptom: During the swap of LPU in slot 16, the LPU in slot 14 resets without heartbeat.

In the swap of LPU in slot 16, the error packets enter NP. The LPU in slot 14 is of NP2.0, and the error packets entering NP disorder the memory of LPU in slot 14, resulting in reset of the rest.
Before plugging/reset of an LPU (reset including that for both software and hardware), shut down the interface of relevant network board which should not be turned on before drawing ouy/resetting the LPU, with command as <NE80>downlpu (shutlpu in system mode of old command line) <slot num>
1. The undo downlpu (no shutlpu in old command line) is used to cancel the original operation after the above command is executed, enabling the interface of the network board again, and finishing the synchronization.
2. Once the LPU drawn out/resetted registers again, it is not necessary to execute the relevant command to cancel the shut down for NET Port, and the system will enable and synchronize the interface of network board automatically.
