Issue Description

NE40E/80E advertises routes to its BGP peers in different manners in versions earlier than V600R001 and those later than V600R001.

1. In versions earlier than V600R001, NE40E/80E advertises routes in its IP routing table to the BPG peers.

2. In versions later than V600R001, NE40E/80E advertises optimal routes in the BGP routing table to the BGP peers regardless whether the routes are contained in the local routing table, that is, BGP route independent selection.

BGP route independent selection features:

1. Behaves consistently with IGP using the same route selection mechanism as IGP to allow BGP route advertisement free of affect from other protocols.

2. Facilitates interoperability with routers from company C and smooth network evolution.

3. Improves the routing capacity. To keep behaviors before the independent route selection, configure active-route-advertise.
