NE5000E version: VRP (R) software, Version 5.60 (NE5000E V300R005C01)
On an NE5000E interface that had not been configured with cir-percentages (value range: integer ranging from 0 to 100) for any other queues, the cir-percentage for an EF queue could be set only to 30 or smaller. If it was set to 31 or greater, the system displayed "Error: The summation of outbound queues' CIR exceed the bandwidth of interface".
When the cir-percentage was set to 31:

1. Verified that the configuration method was correct.
2. Confirmed that, on an NE5000E interface, the default cir-percentages for BE, AF1, AF2, AF3, AF4, EF, CS6, and CS7 queues were 10, 10, 10, 15, 15 10, 5, and 5, and 20% bandwidth was reserved.
The sum of cir-percentages for all queues must not be greater than 100%. Otherwise, an error message would be displayed.Therefore, the maximum cir-percentage for EF queues was 20 (system reserved bandwidth) + 10 = 30.
