Issue Description
【 ProblemSu mm ary 】 ME60 the radius server down meanings and up and down perception mechanism is?
Handling Process

Root Cause

Radius server on the ME60 up or down perception mechanism:

1. The RADIUS have timeout retransmission mechanism. The default timeout is 5s, times of retransmission is three times. Can modify parameter in radius-server group by command

"radius-server timeout 5 retransmit 3".

2.The Radius server down mechanism. ME60 use dead-count and dead-interval to maintain radius server down or up. When ME60 sent consecutively several times (the seted dead-count) RADIUS message to the server, but cannot receive the response from the RADIUS server, and from the first no response packet to set the number of dead-count does not respond message of time interval between is the dead, interval, ME60 determines the RADIUS server works abnormally, And the RADIUS server is set to Down. The default dead-count is 10, dead-interval is 5s. Can set the parameters in system views, the command are  "radius-server dead-count"and "radius-server dead-interval.

3.The Radius server of up mechanism. When radius server down time reaches a certain length the server will automatically set up state. The default value is 3. Can modify this parameter in system views by command "radius-server dead-time".

4.The parameters:

dead-count:Radius server continuously no response times. It is an integer ranging from 1 to is 3 65535. The default value is 10.

Dead - interval: The interval between the first no response packet to seted dead-count time. It is an integer ranging from 1 to i s 0 60. The unit is second. The default value is five.
