After finish the network implementation,he found OSPF peer can be established with peer Cisco device.
Alarm Information
Handling Process
1.Let customer feedback AR Router's configuration and check the OSPF part. It seems there is no problem.
"display ospf peer" shows nothing.

2.Confirm with customer about the connectivity between Cisco and AR2200. The network is ok.
Check the output of command "display ospf cumulative". Find that Hello pakcet only has output statistics and no input counter.

            Hello            0        570
   DB Description            0          0

3. According to above analysis, I think Cisco device does not send out OSPF Hello packets because network connectivity is ok.
Let customer check Cisco's configuration and confirm that Cisco interfaces is in OSPF passive mode.It cannot send Hello Packets.

4. Disable OSPF passive mode on Cisco device and the problem is solved.
Root Cause
Cisco interfaces is in OSPF passive mode that cannot send Hello Packets to AR2200
Disable OSPF passive mode on Cisco device and the problem is solved.
The command "display ospf cumulative" is used to counter OSPF packets. For this kind of issue, we just need to check OSPF packet statistics and do not need to make lots of OSPF debugging.
