Issue Description

we often meet 2-byte AS number, the format is x, that means just ocnfig the integer from 1 to 65535. While for 4-byte, the format is x.y, in which x is an integer ranging from 1 to 65535 and y is an integer ranging from 0 to 65535. The formula is the following:

4-byte AS number=x*65536+y (x is the quotient, y is the Remainder)
