Issue Description
The USG3000 series products fixed with three groups photoelectric mutex port, what kind of selection mechanism it is?

Handling Process
1 Optical port priority, when the optical port is up, switch optical port.
2 when the optical port is down, switch electric port.
3 the first time we use the optical port, need to set it to Speed 10000 and Duplex Full depend on circumstance, otherwise the peer negotiation will be unsuccessful and the interface can’t be up.
4 When the photoelectric port used at the same time, the peer interface work up normally, but only the optical port can communicate.
