lVersion negotiation is the process whether an NE with a higher protocol version lowers its protocol version to communicate with an NE with a lower version.

lFor example, the SGSN initiates a session request in phase 2+. The HLR notifies the SGSN through a TC_U_ABORT primitive that the session request is rejected and the highest version number phase 2 is carried. The SGSN re-initiates the session request in phase 2. The subsequent service procedure is established on the basis of phase 2.
