Service description

 The Service Steering and Load Sharing in a CELL_FACH State feature applies to heterogeneous networks that require service steering. This feature consists of three main functions: P2F-triggered Redirection for NRT Services, P2F-triggered Redirection for RT Services After P2D Failures, and P2F-triggered Redirection for NT Services.
