please proceed as follows to troubleshoot;

check Relevant alarm:
?IP NS-VC Link Fault
?IP NS-VC Dynamic Negotiation Fault
?No Available NS-VC in NSE=> Whole BSC data service down
?To check IPNSVC link : DSP IPNSVC and find out NSVC state
?To check NSE status
?DSP NSE (Most useful)-Important field “SIG Entity Status”
?DSP BSCUSRNUM: BSSID=xxx; // To get attach user under
?LST CELL –To get cell related information for particular cell or under BSC coverage.

The commnd may be LST GCELL, please recheck.
