Any port in an SEP segment may be blocked if no blocked port is specified. You can flexibly specify a port at an expected location as the blocked port, improving network forwarding performance and supporting traffic load balancing in SEP multi-instance scenarios. - Configuring the Topology Change Notification Function

When the topology of the upper-layer or lower-layer network changes, the device notifies the peer network of the topology change.
